Miraak was a the first Dragonborn, a man with a dragon’s soul. He was in the Merethic era a priest of the Dragon Cult, but finally ended up betraying his masters and rebelled against them. The dragons then assaulted his temple and destroyed it and Miraak himself was nearly killed by another Dragon priest, Vahlok. he was however saved in extremis by the Daedra Hermaeus Mora, who teleported him to his realm of Apocrypha, which yet became a prison for Miraak.
The temple remained in ruins until the return of Miraak in the Fourth Era…
